When you implement the process and tools for a new development environment, you must address the following:

  • Organization level. Some planning is required for the entire development organization to effectively implement a new process and tools. For example, to select pilot projects you also need to decide whether or not the organization needs to have a team who is responsible for process and tools that supports all software-development projects. See Implementing a Process in an Organization for further details.

  • Project level. Effectively implementing a new process and new tools in a software-development project can be a complex task that requires careful planning and management. See Implementing a Process in a Project for details.  

Both the organization level and the project level must be addressed to effectively implement process and tools.
